FEMA Offering Assistance through the National Exercise Program

FEMA is accepting requests for exercise support through the National Exercise Program. State, local, tribal and territorial jurisdictions and their whole community partners can request no-cost assistance for exercise design, development, conduct and evaluation to validate capabilities across all mission areas. Fall 2021 requests for support are due by Nov. 1

Exercises are an important way to validate a community’s preparedness as part of the National Preparedness System.  The National Exercise Program is a two-year cycle of exercises across the nation that examines and validates capabilities in all preparedness mission areas of prevention, protection, mitigation, response and recovery.

To help communities meet their preparedness goals, FEMA offers support for exercises at no cost from experienced exercise specialists in the National Exercise Division. Support could include assistance with exercise design, scenario development, planning, conduct, and evaluation in the form of subject-matter expertise, material production, or facilitation for selected exercises. The National Exercise Division also has experience in virtual exercise delivery best practices due to the COVID-19 pandemic.


Eligibility


State, local, tribal, and territorial jurisdictions are eligible to submit requests for exercise support. Non-profit, private sector, and federal entities are only eligible if they collaborate with government partners as a co-sponsor or on their exercise planning team.

Local and tribal jurisdictions, as well as new sponsors who have not submitted support requests in the past, are heavily encouraged to apply.  All exercises submitted will be considered; however, support depends on resource availability and the request package submitted. Submissions are reviewed by a panel representing FEMA and other federal exercise subject-matter experts.


Submission Deadline

FEMA accepts requests for exercise support twice a year, spring and fall.  Fall 2021 exercise support round submissions are due by 11:59 p.m. ET on Nov. 1 and decisions will be sent by Dec. 10. FEMA will hold additional exercise support rounds in spring and fall of 2022.

FEMA is hosting a series of webinars to provide information on the exercise support process for fall. All webinars will cover the same content. Please visit the NEP webinar page to register. The webinar dates are:

  • Webinar 1: 1 p.m. ET on Aug. 30.
  • Webinar 2: 2 p.m. ET on Sept.7.
  • Webinar 3: 3 p.m. ET on Sept. 15.

  • Webinar 5: 1 p.m. ET on Oct. 1.

How to Submit a Support Request

  1. Download and complete the exercise nomination form.
  2. Contact your FEMA regional exercise officer and express your intent to submit, so they can maintain visibility on requests across their region.
  3. Submit the exercise nomination form and required supporting documentation by email to nep@.... Please include “National Exercise Program Exercise Support Request” in the email subject line.

Considerations for Exercise Sponsors

  • When preparing your nomination form, consider planning and development design time for each event. For example, discussion-based exercises require at least four months and operational-based or full-scale exercises require a minimum of nine months for planning and development.
  • FEMA encourages participants to consider which exercises to submit when working on the jurisdiction’s Integrated Preparedness Plan in accordance with the Homeland Security Exercise and Evaluation Program.
  • The most successful exercise request will demonstrate how FEMA’s support contributes to the jurisdiction’s overall preparedness. Please refer to National Exercise Program webpage for more information on the exercise support process and frequently asked questions.

Re: Training during the Pandemic

 

Hello Bruce and All,

I'm glad Bruce said something.  He's right that our neighbors are practicing regularly (LAX ARES, SDG ARES).  I follow what they are doing.  I participate in their exercises periodically.  

Here in Orange County, most RACES / ARES orgs continue to be shuttered.  The members of these organizations are doing some exercises but overall nobody is doing anything.  

We're only good as the tools we bring with us, and the experience we can offer.  Without regular training and continuous improvement, I wonder how useful we can actually be in a disaster.  

Here's the question, "If we had that major 8+ earthquake right now, what would we do?"   I've heard, "we'll call you and let you know". 

What if all power and phone service is down?  

Where's the emergency action plan?  

When I was an emergency coordinator for OCHEART, there was a plan.  It needed refinement, but at least a plan existed.   We all knew what to do.  

I educated myself.  I went way beyond the entry level courses required to be an operator for OCHEART and Anaheim RACES.  I completed EC-016 training which is required to be an "emergency coordinator".  

I ultimately left OCHEART because I felt they were going nowhere.  They weren't training.   A weekly net check in is not training.  

I joined up with Anaheim RACES because it was my back yard at the time.  I'm staying with them because they have a specific need: fire watch.  I've done fire watch training.  I've done a fire watch patrol.  I know what to do when we get a red alert.  My go-bag for fire watch is always ready.   I am always ready for a fire watch.  

I am new to the American Red Cross DST team, so I'm still trying to figure out where I "fit in".  I am patient.  I bring a lot of skills with me.  I didn't join ARC to do weekly check ins.  I joined to be ready to respond when needed.  But at this point, I have no idea what to do if something happens locally.  Fires, earthquakes, power outages, etc. - what do I do?  I have no clue.

So yes, we definitely need exercises.   And we need maintenance.  We're way beyond needing to make sure the radio rooms in our chapters are operational and that everyone knows how to use them.  Sooner or later a disaster will strike, and we'll be unprepared.  We'll be scrambling to put together ad hoc team with ad hoc instructions of what to do.  I just hope that we can be relevant and useful when that day comes because at least on an individual level, each member didn't wait for the management to exercise.  They did it on their own.  

I am available just about any weekend for exercises.  I am eager to participate.  I just need willing participants.  That's why I posted a request for participants in the 9/11 P2P drill we're doing here in Orange County.  Even if I needed to travel to San Diego, I would participate.  Or I would post up somewhere in San Clemente for long-haul comms.

Antenna party?

Hi Group.

I have a need for a crew to assemble a Sentinel Hex beam. It covers 20-6 meters and only weighs 15 Lbs.

The you tube video's show it can be assembled in an hour.

This antenna is to be mounted into a roof tripod that has a rotor.

At 77 years with poor balance, and back problems  I can no longer get up on the roof.

Thanks to the Red Cross DST Team for any help they could provide.

Palomar Vara gateway

I have heard of a new gateway for VARA-FM on Palomar.

Could someone please pass me the info on this gateway? Frequency?

Can it pass VARA  at high speed?

Has any one been able to pass Winlink traffic thru it??

Then someone finally picked up, and I told them I need restoration of my Red Cross account. They created a "ticket" and said someone would call my cell back later that day - this did  NOT happen.

Later I got an email :
