Here are the options for DMR into 311057 (ARC So Cal)
*) Use ZumSpot similar to what Dan KI6KU mentioned about Hot Spot
*) Using DroidStar (don't know if there's iPhone version) free download from Google play 

Below for connecting into PAPA analog
a) Use EchoLink conference node *PAPA* will connect you to PAPA system San Diego 
b) IRLP need repeater owner permission from remote.

All the above need internet connectivity

I just use my hot spot.    I have found no other reliable way of getting in when not in range.  I believe that some repeater owners do not allow personalization of their repeaters like papa does.  

 I suggest that we try an experiment with 8850 (Cora) on the western states dmr network.  We have permission already to use it.   It’s primary and covers all of so cal.   

In its standard state it would work for our nets and drills and would not need to be isolate or seek extra permissions or isolate anything.  Some of their other talk groups are bridged to bransmeister.
